I think parallax and other line scrolling effects are a thing in Scorpion Engine now. A little subtle wave effect would go far :)

Strangely, I tried it run it in Fusion & Gens and just got a blank screen?

Oh sorry about that. It might be an issue with the Scorpion Engine editor. For now it works in Blastem (https://www.retrodev.com/blastem/)
